Pretty sure its the different specific gravity of ethanol that increases fuel consumption.

I have found a sevo in toowoomba that sells E10 hi octane 98, With the ethanol what octane rating would the fuel reach? How much will my fg turbo benifit from it?

in this case they are probably adding ethanol to raise the RON to 98, some E10 fuels in sydney are 91 RON E10 so the base fuel they are adding the ethanol to must be even lower octane to start with.
