When you open the throttle up it allows more air in and less restriction so the gauge gets closer to zero (ie less vacuum). At a point where the turbo is spinning enough the air changes from being sucked in to being forced in and hence you get positive pressure on the gauge. (I thought it was normal).eg at 100kph the car is still way into the vacuum side of the gauge unless you stick your foot hard up it. At maximum urge it gets to 6psi boost. (though often only to 5).
