Depends what is defined as choice, I spent 12 months in a community establishing a community bank and teaching the people of that community to run it so they were able to be self sufficient. They were able to allocate money to people for work in the community so no one got a free ride. In the time I was there I found the majority wanted to work and help in anyway they can but the majority of those people had very limited skills due to a lack of education or vocational training. So I would say the majority don't choose not to work but are placed in an environment not conducive to becoming a contributing member to the workforce. I note your comment about your Aboriginal friends wanting to distance themselves from land claims and I believe in my experience allot of Aboriginals feel the same way. Some people view land claims as an easy grab for cash but I think the majority who support land claims are doing it for the right reasons and that is to get the community in touch with its roots and allow access to sites considered sacred or pivotal in the preservation of Aboriginal culture, and I see no problem and support that.
