It does Trumpy,but the TSB is only released because it is a known concern on certain vehicles.It informs the dealership service advisors so that if they have a customer complaint then they already know of whats involved to fix it.It doesnt neccessarily mean that all vehicles built in that period will be faulty.It's the same old saying,"If it aint broke don't f... with it".My biggest anoyance is when the service advisors blatantly lie to the customers by saying sh*t like"Na,never had any do that before". TELL THE TRUTH!! The customers will respect you more if you dont jerk them around.
