I’d say because you have your breather hooked up to the dose pipe, when you back off the throttle the turbo pressurises the engine. I’d guess and say that your PCV (Positive Crankcase Ventilation) valve is stuffed… That’s my thoughts any way!
I've got a process west stg1 intercooler and it fits between the intercooler and a/c condenser.. if its mounted up the top, as down the bottom the cooler gets very close to the condenser. But at first I mounted it in the drivers side of the front bumper and had a thermo fan attached to it.

I've got the Kumho KU31's on the front of my car and I havent had a problem with them, when I was getten my car road tuned they seemed to hold up quite good (they were on the back then)!! My brother just got them on his EF Fairmont Ghia, he now complains he cant spin the wheels in the wet LOL!!
Hey I had sort of the same problem, it only surged when cruising. So this indidcated that there was a problem when the car was in closed loop cruise mode, turned out to be a falty O2 sensor.. Heres my thred on it.. http://www.fordxr6turbo.com/forum/index.php?showtopic=46294

Well it turns out it was the oxy sensor, the wire's were caught under the heat shield and rubbed up against the exhaust manifold. this caused one of the wires to wear all the way down to the conductor. This wire also happened to be the signal wire!! So the signal wire was earthing out against the manifold, thus the ecu getting the wrong signal!
