Car Revving By Itself And Stalling

I was driving the car today. I was cruising down a hill at 80 and I put it in neautral to roll down and the revs were going right down to 250 then up then right down and the car stalled. It hapened bout 3 times today. Then it started revving by itself. At a stop the car would rev by itself to about 3k and in between changing gears teh revs go up instead of down and when im in gear the car moves by itself. Is it the rev sensor that's stuffed?

Yeh manual. When I put it in neautral it drops down to idle revs at 800 usually. But it has been playing up for few days. now it bounces to 250 then bak up then down then back up then stals. It also starts reving by itself now to. When I start braking the revs go up like im accelerating. It got to be a rev sensor or something. Does anyone know for sure? Can that sensor get dirty or clogged up?

Got the latest tunes few weeks ago. The car would go down to 250 revs at the lights when stationary for no reason so I cleaned the throttle body 2 days ago and it fixed that problem and also the car was misfiring at high revs and that was fixed too because I cleaned the throttle body, it was really black. Just today the new problem started that I explained in first post.
